Vijay Singh Chauhan, currently Executive Director with Deloitte India, is a fiscal policy and trade facilitation expert with over 30 years’ experience in economic policy formulation and implementation. An alumnus of St. Stephen’s College and Delhi School of Economics and a former officer of Indian Revenue Services (Customs and Indirect Taxes) of 1992 Batch, Vijay has diverse experience of macro-economic policy, including as Director (Budget), Director (FIPB), Director (FM Office) and Advisor, (Expenditure Management Commissioner). His areas of interest include fiscal responsibility, cash & debt management, linkage between fiscal and monetary policy, and government debt restructuring.
Vijay’s second area of expertise is customs administration, trade facilitation, supply chain and logistics issues, having been head of Customs administration at largest containerized port, viz. JNPA, Air Cargo Complex, Sahar, and ICD Tughlakabad, and as the Customs Authority for Advance Rulings, New Delhi.
Vijay is nearing completion of his PhD in public policy at Jindal School of Government and Public Policy, Sonipat with thesis on Measurement of Trade Facilitation in India: An Inquiry into Major Intractable Challenges in Improving Cargo Release Time, following his seminal work in evolution of Time Release Study in India since 2017. He has been working on trade\ facilitation and supply chain related issues in Sri Lanka, Bhutan and Bangladesh.
He is also International Consultant with the Asian Development Bank, Visiting Professor of Practice at National Law University - Meghalaya, Shillong, and Columnist with BasisPoint Insight. He teaches trade facilitation and fiscal policy related issues at various premier academic institutions in India.
He was bestowed Presidential Award for Specially Distinguished Record of Service on the eve of Republic Day, 2014.
